Hon. J. Mark Scotland, JP
Minister for Health, Environment, Youth, Sports, & Culture

First elected member for the Bodden Town in Grand Cayman, the Honourable Mark Scotland is Minister with responsibility for Health, Environment, Youth, Sports, and Culture.

Minister Scotland attended the University of Miami where he received his bachelor’s degree in civil engineering, returning to Cayman to work as a roads engineer for the Public Works Department. During his 15-year career with at the unit, Minister Scotland rose to Head of the Roads Section, prior to leaving government in 2004 to start his own civil-engineering consulting firm and road-construction company.

Minister Scotland is married to Cindy. They have three children.

Dr. Keith Allred
Founder & Director, THE COMMON INTEREST

An internationally recognized scholar in leadership and organizational change, Keith Allred was a professor at Harvard’s Kennedy School of Government from 1998 to 2003. Since returning to his home state of Idaho to focus on his applied interests, he has continued to teach in executive programs for Harvard as well as for Oxford’s Said School of Business. Prior to joining the faculty at Harvard, he was a professor at Columbia.

Most recently he has served as COO of Healthcare Quality Catalyst. HQC has a track record of helping hospital systems improve quality and decrease costs through a combination of its Adaptive Data Warehouse software applications and organizational change methodologies. Dr. Allred brings to this role 17 years of experience helping leaders at hundreds of organizations adopt needed change, including in his former role as President and Managing Partner at HB Strategy Group where he worked closely with the management teams at portfolio companies and consulting clients.

He is also the founder and director of The Common Interest, a citizens’ group of more than 1,700 Republicans, Democrats, and independents. The organization works to identify and champion solutions in the Idaho Legislature that are so obviously in everyday citizens’ interests that they attract support across the lines that usually divide us. The extraordinary track record of legislative accomplishments at The Common Interest led the Democratic Party to make the unusual move of asking him, as an independent, to be their nominee for Governor of Idaho in 2010.

He holds a PhD in Organizational Behavior from the Anderson School of Management at UCLA and BA from Stanford University.

Dr. Jennifer Attride-Stirling, Ph.D.
Chief Executive Officer, Bermuda Health Council

Dr. Attride-Stirling is the Chief Executive Officer of the Bermuda Health Council. Prior to joining BHeC she was the Health Promotion Coordinator at the Department of Health from 2004. Dr. Attride-Stirling has worked at the regulatory body for the National Health Service in England and Wales, and at the London School of Economics, where she obtained her doctoral degree in 1998. Dr. Attride-Stirling has an Executive Diploma in Strategic Management from the Chartered Management Institute, UK. In 2010 she completed the Flagship Course on Health System Strengthening and Sustainable Financing from Harvard School of Public Health & World Bank. Dr. Attride-Stirling has published articles on health regulation, health promotion, mental health and research methodology.

Seth A. Avery, JD, CPA, CPC
Chief Executive Officer, Applied Revenue Analytics

Mr. Avery has over 20 years of experience as a healthcare executive, serving as auditor, consultant, Administrator, and Chief Financial Officer (CFO). Mr. Avery has served as the CFO for a major teaching hospital in Texas, and the Executive Director of a leading New Jersey Medical School. He has worked at government, for-profit, and not-for-profit health care providers, as well as, at a Big 6 organization.

Seth’s expertise is in billing, practice and facility management, as well as, managed care issues. Mr. Avery directs the Charge Capture and CDM Support practices of the firm. Mr. Avery personally leads our most strategic client initiatives. He is a Certified Professional Coder (CPC) by the American Academy of Professional Coders (AAPC) and a past member of the National Advisory Board for the AAPC. He is a frequent speaker at local, regional, and national forums.

Mr. Avery has a B.S. from Campbell University, and both a M.A. In Economics from the University of New Mexico. and a Juris Doctor from Texas Wesleyan University. Mr. Avery is also a 14 year veteran of the U.S. Military serving both as a member of 5th Special Forces Group and as Medical Service Corps officer.

Hon Elinor Caplan
Chief Executive Officer, Canada Strategies Inc.

Hon Elinor Caplan's political career began when she was elected a Municipal alderman in North York in 1978. As an MPP (1985-97) she is best known as Ontario's Health Minister.

Elected MP for Thornhill (1997-2004) Elinor first served as Parliamentary Secretary to Minister of Health and then in 1999 she joined the Chrétien Cabinet as Minister of Citizenship & Immigration. In 2002 she was named Minister of National Revenue with responsibility for Border Security.

Elinor retired from elected office in 2004.

Elinor completed a review of Home Care procurement policy & practices for the Ontario Minister of Health. Her focus was on quality of the care & service provided. Her numerous recommendations are now being implemented.

Elinor was appointed the Governance, Program & Financial, Lead, on the project to create independent governance for Sunnybrook Health Science Centre & Women's College Hospital. Her work, completed in 2007, may result in a Centre of Excellence in Academic Ambulatory Care at the new Women's College Hospital.

In late 2007 Elinor completed a project for the World Health Organization (WHO) assisting with the development of an integrated Health System in Armenia. In 2010 she served as an internation expert on a WHO team that evaluated the National Health Plan of Portugal.
After six years, Elinor just retired from the Board of Directors of Institute of Clinical & Evaluative Sciences (ICES). She also retired from the Board of National Cancer Institute of Canada following a successful merger with the Canadian Cancer Society. Currently Elinor is a member of the Canadian Public Health Initiative. (CPHI/CIHI).

In February 2006 Elinor completed the Director Education Program at the University of Toronto, Rotman School.

Elinor Caplan is a member of the Institute of Corporate Directors & the Institute of Public Administration (IPAC).

Presently she is the Chief Executive Officer of Canada Strategies Inc.

Tami E. Hutchison
Vice President and General Manager, Employer Services for Cerner

TAMI HUTCHISON, joined Cerner in 2009, with 25 years of experience working in non-profit and for-profit healthcare provider systems, primarily in strategy, business development and operations. She also has extensive experience in non-traditional governance structures, joint ventures and medical staff development.

Hutchison received a bachelor’s degree in business administration from Grove City College, Grove City, Penn., and a master’s degree in business administration from the University of Arkansas.

She serves on the Graduate Studies Board of the Walton College of Business at the University of Arkansas, and in 2009, she was recognized with the MMBA Outstanding Student Award from the University of Arkansas.

Dr. Brent C. James, M.D., M.Stat.
Chief Quality Officer, Executive Director
Institute for Healthcare Delivery Research, Intermountain Healthcare

Brent James is known internationally for his work in clinical quality improvement, patient safety, and the infrastructure that underlies successful improvement efforts, such as culture change, data systems, payment methods, and management roles.

He is a member of the National Academy of Science’s Institute of Medicine (and participated in many of that organization’s seminal works on quality and patient safety);

He holds faculty appointments at the University of Utah School of Medicine (Family Medicine and Biomedical Informatics), Harvard School of Public Health (Health Policy and Management), and the University of Sydney, Australia, School of Public Health

He is the Chief Quality Officer, and Executive Director, Institute for Health Care Delivery Research at Intermountain Healthcare, based in Salt Lake City, Utah. (Intermountain is an integrated system of 23 hospitals, almost 150 clinics, a 700+ member physician group, and an HMO/PPO insurance plan jointly responsible for more than 500,000 covered lives serving patients in Utah, Idaho, and, at a tertiary level, seven surrounding States).

Through the Intermountain Advanced Training Program in Clinical Practice Improvement (ATP), he has trained more than 3500 senior physician, nursing, and administrative executives, drawn from around the world, in clinical management methods, with proven improvement results (and more than 30 “daughter” training programs in 6 countries.

Before coming to Intermountain, he was an Assistant Professor in the Department of Biostatistics at the Harvard School of Public Health, providing statistical support for the Eastern Cooperative Oncology Group (ECOG); and staffed the American College of Surgeons’ Commission on Cancer.

He holds Bachelor of Science degrees in Computer Science (Electrical Engineering) and Medical Biology; an M.D. degree (with residency training in general surgery and oncology); and a Master of Statistics degree. He serves on several non-profit boards of trustees, dedicated to clinical improvement.

Cindy Jimmerson
Founder and President, Lean Healthcare West

Cindy Jimmerson is a pioneer of Lean for healthcare, having initiated her Lean work with a grant from the National Science Foundation from 2001 to 2004. She is the founder and president of Lean Healthcare West, a corporation composed of expert healthcare and industry professionals. Lean Healthcare West offers education in and implementation of Lean principles in hospitals, clinics, long term care facilities, other healthcare facilities, physician office practices, community health care programs, and health care insurance companies. Ralph E. Lawson, FHFMA, CPA

Executive Vice President and Chief Financial Officer

Ralph Lawson is the Executive Vice President and Chief Financial Officer of Baptist Health South Florida, Inc. Baptist Health owns six-hospitals and 21 satellite outpatient centers and is the largest private employer in Miami-Dade County. Baptist operates in three counties, with over 14,000 employees, and has been recognized as one of the 100 Best Employers in America for the last eight years by Fortune Magazine.

Prior to joining Baptist Health, Mr. Lawson spent 17 years at Deloitte, the last eight years of which were as a partner responsible for the Florida healthcare practice.

Mr. Lawson earned a Bachelor of Science Degree from the University of Colorado and a Master’s Degree of Business Administration from The Wharton School of Finance, University of Pennsylvania.

Mr. Lawson also serves as Chairman of the Board of Catholic Health Services which employs 2,200 individuals providing healthcare services primarily to the elderly of South Florida. Mr. Lawson is the voluntary Chair-Elect of the Healthcare Financial Management Association (HFMA) during the 2011-12 term and will be the National Chair effective June 1, 2012. Nationally, HFMA has over 35,000 members. Mr. Lawson is also a member of the Florida Institute of CPAs and was a former Chairman of the FICPA Healthcare Committee. Mr. Lawson is the past President of the Coral Springs Soccer Commission, Inc., one of the largest soccer clubs in the United States.

Dr Paul Nisselle AM

Senior Consultant, Educational Services, Medical Protection Society


Dr Nisselle is Senior Consultant, Educational Services, at the Medical Protection Society, the world’s largest medical defence organisation.

Previously a general practitioner in suburban Melbourne for 18 years, he entered the medical indemnity industry, in 1989, as MPS’ Australasian Secretary. Prior to leaving practice, he had been a member of the Medical Practitioners Board of Victoria, held academic appointments at both Monash and Melbourne Universities, senior elected positions with both the Australian Medical Association and the Royal Australian College of General Practitioners and was “Dr Paul” on Australia’s national broadcaster, the ABC, from 1982 to 2009. He was made a Member of the Order of Australia (AM) in 2003 “for service to medicine and the medical profession.
He moved to London, in mid-2009, to take up his current position with MPS.

In speaking on health insurance, he will draw on his medico-political experience with the Australian Medical Association, his knowledge of healthcare delivery, funding systems and health law worldwide as well as the experience gained as a director and then chairman of the Doctors Health Fund, an Australian health insurer.

Tomas Philipson, PhD
University of Chicago, Daniel Levin Professor of Public Policy Studies, Harris School; Associate Faculty Member, Department of Economics

Tomas J. Philipson is the Daniel Levin Professor of Public Policy Studies in the Irving B. Harris Graduate School of Public Policy Studies at The University of Chicago. He is an associate member of the Department of Economics and a former senior lecturer at the Law School. His research focuses on health economics, and he teaches Masters and PhD courses in microeconomics and health economics at the University.

Philipson was born and raised in Sweden where he obtained his undergraduate degree in mathematics at Uppsala University. He received his MA and PhD in economics from the Wharton School and the University of Pennsylvania. He joined the University of Chicago as a postdoctoral fellow in 1989 and thereafter joined the faculty. He was a visiting faculty member at Yale University in the academic year 1994-95 and a visiting fellow at the World Bank in the winter of 2003.

Philipson is the recipient of numerous international and national research awards. He has twice (in 2000 and 2006) been the recipient of the highest honor of his field: the Kenneth Arrow Award of the International Health Economics Association (for best paper in the field of health economics). In addition, he was awarded the Garfield Award by Research America in 2007 (for best paper in the field of health economics), The Prêmio Haralambos Simeonidisand from the Brazilian Economic Association in 2006 (for best paper in any field), and the Distinguished Economic Research Award from the Milken Institute in 2003 (for best paper in any field of economics). Philipson has been awarded numerous grants and awards from both public and private agencies, including the National Institutes of Health, the National Science Foundation, the Rockefeller Foundation, the Alfred P. Sloan Foundation, the John M. Olin Foundation, and the Royal Swedish Academy of Sciences.

Dale Sanders
Chief Information Officer, Cayman Islands Health Services Authority

Dale Sanders has served as chief information officer for the Cayman Islands Health Services Authority since Sept, 2009. Previously, he was chief information officer for Chicago’s Northwestern University Medical Faculty Foundation associated with the Feinberg School of Medicine where, in fewer than three years, he led the turnaround of a severely ailing IT organisation, playing a critical role in completing implementation of Epic and Cerner electronic medical records for more than 5,000 clinicians and the MyChart Personal Health Record for more than 20,000 patients.

He was the strategist and visionary behind Northwestern’s Enterprise Data Warehouse, which serves the analytic needs of more than 300 clinical-research and quality-improvement projects.

From 1997 through 2005, Mr Sanders was the Director of Medical Informatics for Intermountain Healthcare’s largest care-delivery area, Salt Lake City, supporting 8,000 clinicians and 1 million patients, and was chief architect of Intermountain’s Enterprise Data Warehouse, winner of five national awards for contributions to healthcare quality and innovation.

A Captain and CIO in the US Air Force between 1983 and 1989, Mr Sanders has held information- technology leadership and consulting positions for a variety of organisations including the US National Security Agency.

Renee-Marie Stephano

Renee-Marie Stephano is the President of the Medical Tourism Association™ . Ms. Stephano is also the Editor-in-Chief of the Medical Tourism Magazine and Health Tourism Magazine.
Having a background in international marketing and relations, health law and litigation, she provides a valuable service to the Medical Tourism Association™ in these fields. Ms. Stephano speaks regularly at international healthcare conferences on the Legal Issues Surrounding Medical Tourism and in the United States to employer groups, insurance groups and physician associations. Renee-Marie consults international government ministries, private sector organizations and NGO’s about the growth of the global healthcare industry and accreditation, providing marketing assistance to promote their countries high quality of care. Lizzette Yearwood
Chief Executive Officer, Cayman Islands Health Services Authority

Mrs. Lizzette Yearwood, a Registered Nurse, is the Chief Executive Officer of the Cayman Islands Health Services Authority (HSA), responsible for day-to-day operations of Grand Cayman’s Cayman Islands Hospital, Cayman Brac’s Faith Hospital and Little Cayman’s Health Centre, as well as George Town’s dental and eye-care clinics.

In addition to her 16 years with the HSA, Mrs. Yearwood has a long experience in healthcare settings overseas, and has gained international certifications in various areas of health-services management.

In 2000, she was awarded an Advanced Certificate in Quality Management by the Singapore Productivity Institute. She is certified by the American Society of Healthcare Risk Management, and gained a masters degree in health services management from the University of Minnesota in 2009.

Prior to her current appointment, Mrs. Yearwood served the HSA as Acting CEO, Deputy CEO and Director of Corporate & Clinical Affairs, with senior-management responsibility for laboratory, radiology, pharmacy, physiotherapy and health-information management.

Mrs. Yearwood is a native of Cayman Brac, and is married to Mr. Ian Yearwood; she has one daughter, Kelsey.
