First Elected Member for West Bay

McKeeva Bush has represented the district of West Bay in the Legislative Assembly continuously since 1984. He is the longest-serving member and is often referred to as the “Father of the House”.

Mr. Bush has served on Executive Councils (renamed Cabinet in 2003) as the Member (Minister) for Health and Human Services between 1992 and 1994; as the Minister for Community Development, Sports, Women’s and Youth Affairs and Culture between 1994 and 1997; as Minister for Tourism, Environment and Transport between 2000 and 2001; and as Leader of Government Business and Minister for Tourism, Environment, Development and Commerce between 2001 and 2005.

In November 2001 he was a founding member of the United Democratic Party.
A self-employed businessman, Mr Bush is married to Kerry. The couple has two children.

Hon. J. Mark Scotland, JP
Minister for Health, Environment, Youth, Sports, & Culture

First elected member for the Bodden Town in Grand Cayman, the Honourable Mark Scotland is Minister with responsibility for Health, Environment, Youth, Sports, and Culture.

Minister Scotland attended the University of Miami where he received his bachelor’s degree in civil engineering, returning to Cayman to work as a roads engineer for the Public Works Department. During his 15-year career with at the unit, Minister Scotland rose to Head of the Roads Section, prior to leaving government in 2004 to start his own civil-engineering consulting firm and road-construction company.

Minister Scotland is married to Cindy. They have three children.

Rebekah Brooks
Immediate past president of the Cayman Islands Nurses Association and practice manager at the Children’s Clinic

After Graduating from Leeds Metropolitan University in England with a Bachelor of Science in Nursing, she began her career in the Cardio-thoracic Intensive Care Setting. Rebekah then moved into General Intensive Care where she has practiced in both Bermuda and Grand Cayman. Whilst working at the Cayman Islands Health Services, Rebekah created and implemented the first Cardiac Rehabilitation Programme in the Cayman Islands. In 2005, she diversified into Pediatrics and moved to the Children’s Clinic, formally known as Dr. Gordon Smith’s office. Here she has been the driving force in assisting with the re-branding of the clinic, website design and transforming the clinic from a one doctor practice to a three doctor practice. Rebekah has a passion for working with babies and children and also provides a lactation counselling service at the practice.

Rebekah was last years recipient of the Eloise Reid Award for Nursing Excellence and the Immediate Past President of the Cayman Islands Nurses Association.

Annikki Brown
Country Manager, Generali Worldwide at IHSL

Annikki R. Brown was called to the Bar of England and Wales as a Barrister at Law by the Honourable Society of Gray’s Inn in July 2007 after studying at both Durham University and Nottingham Law School. She was admitted to practice as an Attorney-at-Law of the Grand Court of the Cayman Islands in May of 2008.

In 2010, Annikki was hired by one of her former clients. She now operates as Country Manager and Legal Counsel to Generali Worldwide (at their General Agent, International Healthcare Solutions) in the Cayman Islands.

In addition to this, Annikki also sits as Deputy Chair of the Cayman Islands Labour Appeals Tribunal and is an active member and previous Deputy Chair of the Health Insurance Standing Committee of the CIIA.

Annikki also practices as a Life Coach, trained by Accomplishment Coaching. She works with individuals who seek her support to creating a shift in their lives, supporting their wellbeing, and having them get past their obstacles and step into an authentic and empowered reality of their own design.

Her professional interests include health, wellness, legal and labour affairs.

Colleen Brummer

Colleen is the driving force and founder of ENERGY Essential Fitness. Growing up and attending university in the health driven city of Vancouver, Canada, she has constantly been inspired by both physical and mental and wellness. After years of group fitness instruction and personal training, Colleen was driven to immerse herself in the STOTT Pilates method and spent several years becoming immersed in the practice through education and teaching. Richard Buck, MD, MPH, FACPM

Dr. Buck graduated from Dartmouth College, attended Trinity College in Oxford as a Marshall Scholar where he obtained an MA in Physiology, and studied at Imperial College London where he was awarded an MSc in Biochemistry. After graduating from Stanford University Medical School, he completed a year as an Assistant Resident in Internal Medicine at Yale-New Haven Hospital, followed by a residency in Preventive Medicine at Yale University where he was awarded an MPH in Epidemiology.

Dr. Mercedes Dullum

Dr. Dullum is a renowned cardiothoracic surgeon. She received her medical degree from the Medical College of Georgia and completed her Thoracic Surgery Residency at the George Washington Medical Center in Washington, D.C.

She was named one of the top cardiac surgeons in Washington D.C., where she served as one of the managing director of a multi-physician, multi-million dollar practice. In addition to D.C., she holds physician licenses in the states of Maryland and Florida.

Dr. Dullum has also served, for many years, as the Director of Cardiac surgery and Medical Director of International Patient services at Cleveland Clinic, Florida.

She has also served on the U.S. Government’s advisory panel for the Centers for Medicare & Medicaid Services (CMS) MEDCAC and on a Federal Drug Administration (FDA) advisory panel.

Lawrence Friedman, M.D.
Professor of Pediatrics and Medicine at the University of California, San Diego (UC San Diego)

Lawrence Friedman, M.D., is Professor of Pediatrics and Medicine at the University of California, San Diego (UC San Diego). His main responsibilities include Medical Directorship of the large faculty practice and oversight of ambulatory quality and safety, managed care, ambulatory clinical practices including primary care and specialty services. Much of his time is spent working with physician and administrative leadership to assure that UC San Diego meets or exceeds the highest clinical care standards and provides the best possible patient experience. For the fourth year in a row, he has led UC San Diego to be recognized as one of the “top performers” on clinical quality measures among all California medical groups.

Dr. Friedman is also the founder of the UC San Diego Telemedicine Learning Center and Telemedicine Clinical Programs which provide specialty consultation statewide and internationally. In recent years, Dr. Friedman has been Co-Chair of the University Health System Consortium Ambulatory Care Steering Committee; served as a member of the Pay for Performance Implementation Advisory Task Force at the National Quality Forum; and is currently a member of the Agency for Health Care Research Study Section on Health Care Technology and Decision Science. Before assuming full time administrative responsibilities, Dr. Friedman had been the Division Chief for General Pediatrics and Adolescent Medicine at UC San Diego. He has authored over fifty publications including original research, book chapters, review articles, monographs, and medical society position statements. He is currently a reviewer for several peer-reviewed medical journals.

Prior to arriving at UC San Diego in 1994, Dr. Friedman had been the acting Division Chief of the Division of General Internal Medicine at the Deaconess Hospital in Boston and a member of the faculty in the Department of Medicine at Harvard Medical School. He earned his medical degree at Georgetown University and completed internship and residency training at the Deaconess Hospital in Boston, followed by a General Medicine fellowship at Harvard Medical School.

Ed Hansen, Ph.D.
CEO Chrissie Tomlinson Memorial Hospital

Dr. Hansen has worked in government-operated hospitals and health systems; not-for-profit; community hospitals; and corporate, for-profit hospitals. As an employed hospital executive and as a consultant, Dr. Hansen has led major construction activities, service development activities and business start-ups. He is particularly strong in the areas of operating systems design, implementation, maintenance, re-engineering and evaluation. He has addressed the Bond Covenant violations of several struggling hospitals. In these cases he was able to effectively turn-around their operational and financial performance.

He led Teams in the operational and financial turnaround of five US hospitals and one international hospital. He has consulted Hospital boards and financial institutions on the operational enhancement of distressed community hospitals. He has assisted and led four hospitals in attaining initial accreditation by either JCAHO (US) or JCI (International).

From 2007 through 2011, Dr. Hansen had the opportunity to complete the opening of a 600 bed super-specialty tertiary care hospital in Dhaka, Bangladesh. He completed construction and opened another super-specialty hospital in Moka, Mauritius. He led a Team in the re-engineering of a multi-organ transplantation hospital in Chennai, India. In February 2012, he accepted the position of Administrator at Chrissie Tomlinson Memorial Hospital in Grand Cayman, Cayman Islands.

Dr. Hansen is a member of the American College of Health Care Executives (ACHE). He holds a Ph.D. in Management and Organizational Development, specializing in Hospitals and Healthcare Organizations.

Dr. Delroy Anthony Jefferson
Medical Director of the Health Services Authority and Deputy Chief Medical Officer of the Cayman Islands

Dr. Delroy Jefferson is a Consultant Anaesthesiologist and Intensive Care Specialist. He is currently the Medical Director of the Health Services Authority and Chief Medical Officer of the Cayman Islands.

He graduated from the University of the West Indies (UWI) with BSc honours degree in biochemistry and physiology. At UWI he obtained his primary medical training as well as postgraduate training leading to the Advanced Diploma in Anaesthesia and the Doctorate of Medicine in Anaesthesia and Critical Care. His residency training was at the University Hospital of the West Indies, with fellowships in anaesthesia, critical care and pain at McGill University, University of Cambridge and University of London.

He obtained a Masters degree in Public Policy and Management from the University of London and is now concluding studies leading to the Doctorate of Business Administration from the Swiss Management Institute. He is former Medical Officer in Charge of Faith Hospital and Deputy Chair of the HSA Board of Directors. He is a member of the European Society of Anaesthesia, Society of Critical Care Medicine, International Association for the Study of Pain, National Association of EMS Educators, American College of Physician Executives and the International Policy Governance Association.

Dr. Jefferson has experience in public sector management and policy as well as strategic and board development and has served on several boards and committees regionally and internationally. He has lectured in numerous courses internationally and has authored peer reviewed publications.

He is currently a member of the Rotary Club of Cayman, Sunrise. Dr. Jefferson is a Past President and Director of International Service of the Rotary Club of Cayman Brac. He has obtained several leadership awards including a trophy for strategic leadership. He is married to Winsome a Clinical Pharmacist and has a 20 year old daughter, Jodi-Kaye who is currently a Law scholar at the University of the West Indies.

Marc Lockhart, MD
Director of Inpatient Psychiatry and Behavioral Health, The Health Services Authority

Marc Lockhart, M.D. is a psychiatrist in George Town, Grand Cayman. He received his Doctorate of Medicine from UTESA Medical College in Santo Domingo, Dominican Republic and did his Adult Psychiatry Residency at Wayne State University/ Detroit Medical Center in Detroit Michigan. He has been a practicing psychiatrist in Cayman for over 10 years and has been in the profession for over 15 years. He currently serves as Director of Inpatient Psychiatry and Behavioral Health at The Health Services Authority where he also manages clinical duties for forensic (Prisons) and Spanish language services. He also practices at The Chrissie Tomlinson Memorial Hospital where he is serving his second stint as Chief of Medical Staff. He is a member of The National Drug Council, is the Deputy Chairman of The Health Practice Commission and is also a member of The National Mental Health Taskforce of The Cayman islands. Dr. Lockhart is also a member of numerous international psychiatric organizations. He has dedicated time to teaching medical students, residents and psychology students, and was also a professor of abnormal psychology at St, Stephen’s College/ITLD campus in Grand Cayman and is a clinical Professor of Psychiatry at St. Matthews University. He has been focused for the past several years on constructing a modern Mental Health Law together with with a long term facility for The Cayman Islands. This work has been in concert with The Mental Health Taskforce. His areas of special interest and clinical focus include emergency psychiatry, psychopharmacology and mood disorders. Dr.Lockhart has written numerous articles and has appeared on multiple media outlets discussing mental health issues. He continues to mentor the disadvantaged and is a confidant to countless others.

James Merlino, MD
Chief Experience Officer of the Cleveland Clinic health system

James Merlino, MD, is the Chief Experience Officer of the Cleveland Clinic health system, and is a practicing staff colorectal surgeon in the Digestive Disease Institute. He is also the founder and current president of the Association for Patient Experience. As a member of the Clinic’s executive team, he leads initiatives to improve the patient experience across the Cleveland Clinic Health System. In addition to his work in patient experience, he also leads efforts to improve physician-patient communication, and referring physician relations. Partnering with key members of the Clinic leadership team, he helps to improve communication with physicians and employees, and to drive employee engagement strategies. Along with the Clinic CEO, he is co-chairperson of the Cleveland Clinic Diversity Council, and also sits on the professional affairs committee. He is a recognized world leader in the emerging field of patient experience.

Dr. Merlino believes that all employees are caregivers and partners in delivering great patient care to positively impact the patient experience. He was instrumental in implementing care paths for the management of complex colorectal surgery patients, and advocated for the implementation of the American College of Surgeons NSQIP program to that hospital.

Dr. Merlino is certified by the American Board of Colon and Rectal Surgery and the American Board of General Surgery, and he is a fellow of the American Society of Colon and Rectal Surgeons and the American College of Surgeons.

Dr. Merlino received his undergraduate degree in business administration at Baldwin-Wallace College, and his medical degree from Case Western Reserve University School of Medicine. He completed his residency training in general surgery at University Hospitals of Cleveland, and his fellowship in colorectal surgery at Cleveland Clinic. During his residency, he took a two year research sabbatical to complete an AHRQ funded research fellowship in Health Services Research. Prior to attending medical school he worked in public service and served as a trustee of a large community hospital.

Shannon Seymour
Director, Clinical Psychologist at The Wellness Centre Ltd.

Shannon Seymour is the Founding Director and Clinical Psychologist at The Wellness Centre, a dynamic and growing local private practice specializing in the delivery of psychological and mental health services.

Shannon’s clinical interests are broad and include specializations in ADHD, autism, mood disorders, addiction and the impact of family violence on children. Most recently Shannon has been committed to increasing early identification and treatment for children with autism in the Cayman Islands. In 2008 she completed extended training specializing in the assessment and diagnosis of Autism Spectrum Disorders and since that time has been working to improve local diagnostic services and advocating for early access to intervention for children with autism. In 2010, with funding from the Ministry of Education Shannon spearheaded efforts to improve multidisciplinary assessment services, as well as to develop and deliver a training programme for local preschool teachers and public health nurses aimed at increasing awareness of red flags for autism. Shannon and her team developed and delivered a teacher training programme to over 150 public and private school teachers, for which she was named a finalist at the 2011 Joanna Clarke Excellence in Education Awards.

Shannon holds a Master’s degree in Clinical Psychology from the University of Regina, in Saskatchewan, Canada. During her graduate studies she became the first Canadian ever to be awarded the prestigious Graduate Research Fellowship (1994) from the American Psychological Association’s Society for the Psychological Study of Social Issues (SPSSI). Advocating for the rights of vulnerable populations has always been fundamental to her clinical work and studies. Shannon’s clinical career began in Canada where she spent four years working with Family Services Canada and Health Services Canada in both community mental health and inpatient treatment. When Shannon and her family returned to the Cayman Islands in 1997, she worked with the CI Government before founding The Wellness Centre Ltd in 2004.

In addition to her work in the area of autism, Shannon and her team are involved in important initiatives such as the Ministry of Education’s Passport2Success, the Sexual Trauma Adolescent Recovery (STAR) programme and the National Mental Health Task Force.

Shannon is a member of the Canadian Psychological Association, the Canadian Counselling and Psychotherapy Association, and is registered with the Cayman Islands Health Practice’s Council for Professional Allied with Medicine (CPAM).

Steven Thompson, MBA
Chief Executive Officer, Johns Hopkins Medicine International | Senior Vice President, Johns Hopkins Medicine

Mr. Thompson has over 25 years experience in various positions within academic medicine and academic health centers. He is currently the Chief Executive Officer of Johns Hopkins Medicine International and the Senior Vice President of Johns Hopkins Medicine overseeing all of the international activities of Johns Hopkins Medicine.

Mr. Thompson is the founder and Chief Executive Officer of Johns Hopkins Medicine International. This organization was established as the arm of Johns Hopkins Medicine providing a focus for all international activities of Johns Hopkins. It is the mission of this organization to establish international programs and businesses that are consistent with and support the Johns Hopkins Medicine mission of excellence in clinical care, research and teaching. Mr. Thompson has a particular interest in identifying innovative ways for Johns Hopkins to collaborate with a wide range of partners to work towards the common objective of improving health and the quality of healthcare delivery around the world.

Mr. Thompson obtained his bachelor’s degree in Biology from the University of Minnesota. He also earned a Master’s degree in Business Administration from Loyola College.

Thinh H. Tran, M.D.
Corporate Vice President and Chief Medical
and Quality Officer at Baptist Health South Florida

Thinh H. Tran, M.D. is the Corporate Vice President and Chief Medical and Quality Officer at Baptist Health South Florida — the largest faith-based, not-for-profit healthcare organization in the South Florida region. In this role, he oversees the organization’s performance improvement activities in areas of clinical care, operations, patient safety and service excellence. Dr. Tran focuses on applying evidence-based practices, patient- and family- centered approach, and promoting staff engagement and collaboration between caregivers.

He provides vision and direction for the Center for Performance Excellence, Center for Research and Grants, Employee Health, Wellness Advantage, Continued Medical Education, and Accreditation Readiness. The activities within these Centers and programs contribute to the organization’s overall success and help it deliver the most effective and efficient care to patients.

Through his innovative leadership, Dr. Tran has helped Baptist Health create a framework for all members of the healthcare team to solve problems and issues at the point-of-care. The organization is widely honored for its record on patient safety and its performance on national quality metrics.

Dr. Tran has lectured at national and international conferences on issues in quality improvement and clinical performance. He currently serves on the Boards of Directors of the Florida Sterling Council, South Florida Behavioral Health Network and Asian Health Care Leaders Association. He is a member of the VHA Value Based Purchasing Advisory Panel, the Leadership Florida Class XXVIII (2009), the Chief Quality Officer Council of the Healthcare Roundtable and the American College of Physician Executives.

Dr. Tran graduated from the University of Minnesota with a Bachelor of Science degree in genetics and cell biology. He earned his medical degree from the University of Minnesota and completed his post-graduate training in internal medicine at the University of Minnesota Hospital and Clinics.

Theodore Turnquest, M.D.
Chief of the Department of Medicine, Princess Margaret Hospital, Nassau

Dr. Theodore Turnquest recieved his Doctor of Medicine degree from the University of South Florida in 1995. He completed his Internal Medicine residency at Baylor College of Medicine in Houston, Texas. After which time, he returned to the University of South Florida, H. Lee Moffitt Cancer Center to complete a fellowship in Hematology and Medical Oncology. Dr. Turnquest is Board Certified in Internal Medicine and Medical Oncology, and Board Eligible in Hematology.

In 2002, Dr. Theodore Turnquest moved back to The Bahamas (Nassau) where he is a Consultant in Medical Oncology for the Public Hospital Authority. He currently holds the position of Chief of the Department of Medicine within the Princess Margaret Hospital, Nassau. He provides Clinical Hematology and Medical Oncology care for the Public Hospital System, including directing both inpatient and outpatient activities. In addition, Dr. Turnquest developed a national oncology program in conjunction with Ministry of Health, in the Bahamas. Moreover in 2002, Dr. Turnquest also established his private medical practice, Oncology Consultants Ltd. Here he provides medical oncology and hematology services for local residents and tourists alike.

In 2003, Dr. Turnquest became the Medical Director of Laboratory services at Doctors Hospital Health System (Nassau). In this position, Dr. Turnquest is responsible for the clinical oversight, management, advancement of laboratory services and strategic planning.

In 2006, Dr. Turnquest joined the staff at the Chrissie Tomlinson Memorial Hospital, specializing in Medical Oncology and Hematology. Dr. Turnquest provides services for residents and tourists of Grand Cayman.

Dr. Turnquest also assists in nursing education, community awareness programs, and civic groups programs on cancer screening and treatment. He’s also the primary investigator for several research studies. To date he, in conjunction with Affinity Research (Nassau), have four active clinical trials studies in breast cancer, one in lung cancer and a number of new studies in the pipeline.

Dr. Sook Lee Yin - MBE Cert.Hon. MB ChB BAO
Founder of the Seven Mile Medical Clinic

Sr. Sook Lee Yin is a General and Family Practioner and Medical Director in private practice in the Cayman Islands and is the Founder of the Seven Mile Medical Clinic. The practice is mainly dedicated to preventative medicine and empowering patients to take charge of their diseases and treatment programmes through education and a holistic approach of mind, body and soul. Her clinic and her staff, through her directorship are involved in a lot of community projects and volunteers constantly to assist in different charitable organizations.

Dr. Yin is also the Founding Member of the Children Health Task Force formed in 2009, Medical Director and Founding member of Cayman Heart Fund which was launched in February 2008, and Medical Director of Cayman Islands Cancer Society since April 2001. She is a member of the British Medical Association and The American Academy of Family Physicians. Dr. Yin is also registered with The General Medical Council London, UK and Cayman Islands Medical and Dental Society.

Dr Yin is driven by a passion to reduce the incidence of chronic diseases such as Heart disease, Diabetes and Cancer in the Cayman population and the world at large. She wants to see an integrated healthcare system that’s patient-centred, cost effective, medical services delivered by high-calibre medical personnels and health policies in place to improve on the health status of not just individuals but the community as a whole.

For over 20 years Dr Yin has demonstrated incredible energy and dedication in balancing demanding work, community service and family life. Every day is dedicated to patients, the community and to her family.
